Registering Foundling


A foundling is a deserted or abandoned infant/child who relatives are unknown or a child committed in an orphanage or similar institutions and whose facts of birth and percentage are unknown.


The Civil Registry Law provides that the registration of foundling in the municipality where the child was found shall be made by the finder/charitable institutions within thirty (30) days from the date of finding/commitment of the child.



Finder or charitable institutions



  • Certificate of Founding
  • Affidavit of the Finder
  • Certification of the Brgy. Captain or police authority regarding the report



Monday to Friday 8:00 AM to 12:00 noon, 1:00 PM to 5:00 PM



On time registration – P20.00

More than 1 month but less than one year – P50.00

One year but less than 10 years – P75.00

10 years and above – P100.00



Registration of Births and Issuance of Certificate Of Live Birth (COLB)


Then birth of the child, being a vital event, should be registered at the Office of the Civil Registrar within a thirty (30) day reglementary period from the time of birth.

Other than serving identification purposes, a birth certificate is also required by various agencies and instrumentalities in availing of their services.



Death Certification

ABOUT THE SERVICES: It shall be the responsibility of the nearest relative or spouse who has knowledge of the death to report the same within forty eight (48) hours if the deceased died without medical assistance. The Health Officer shall examine the deceased and shall certify as to the cause of death and direct the registration of the death certificate to the Municipal Civil Registrar within the reglementary of thirty (30) days.
