Improvement of Public Market (Wet Section) Brgy., San Julian, Irosin, Sorsogon
- The Local Government Unit of Irosin, through the 20% EDF (Cont. Appropriation)/General Fund intends to apply the sum of Three Million Two Hundred Eighty Seven Thousand Seven Hundred Pesos (P 3,287,700.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Improvement of Public Market (Wet Section) Brgy., San Julian, Irosin Sorsogon, INFRA-05-2026. Bids received in excess of the ABC shall be automatically rejected at bid opening.

Contract Duration : 180 calendar days
The Local Government Unit of Irosin now invites bids for improvement of public market (wet section). Completion of the Works is required one hundred eighty (180) calendar days. The Bidder must have completed an SLCC that is similar to the procurement project to be bid whose value must be equivalent to at least fifty percent (50%) of the ABC, adjusted to current prices using the Philippine Statistics Authority (PSA) consumer price indices. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB).
- Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
- Interested bidders may obtain further information from the Office of the Bids & Awards Committee, Local Government Unit of Irosin, Municipal Compound, San Julian, Irosin, Sorsogon and inspect the Bidding Documents at the address given below from 8:00AM to 5:00PM.
- A complete set of Bidding Documents may be acquired by interested bidders on July 8-29, 2026 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (P5,000.00).
Itmay also be downloadedfree of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
- The Local Government Unit of Irosin will hold a Pre-Bid Conference on July 15, 2026, 9:00AM at the Dignitaries Room, Office of the Mayor, Municipal Compound, San Julian, Irosin, Sorsogon.
- Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the address indicated below or online or electronic submission through the electronic bidding facility of the PhilGEPS, as indicated below on or before July 29, 2026, 8:59AM. Late bids shall not be accepted.
8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.
9) Bid opening shall be on June 29, 2026, 9:00AM at the Dignitaries Room, Office of the Mayor, Municipal Compound, San Julian, Irosin, Sorsogon and/or via LGU Irosin BAC page in Facebook. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.
10) The Local Government Unit of Irosin reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
