Supply & Delivery of Welfare Goods for all Irosanon Households

1) The Local Government Unit of Irosin, through the General Fund(Mayor’s Office)Serbisita sa Barangay-Welfare Goods intends to apply the sum of Five Million Sixty Three Thousand Nine Hundred Twenty Five Pesos (P 5,063,925.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Supply & Delivery of Welfare Goods for all Irosanon Households, GOODS-12-2026. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2) The Local Government Unit of Irosin now invites bids for welfare goods using the Lowest Calculated Responsive Bid(LCRB). Delivery of the Goods is required is seven(7) calendar days after the issuance of Notice to Proceed(NTP). Bidders should have completed, at least two(2) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

3) Bidding will be conducted through competitive bidding procedures using a non-

discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009.

i) Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

4) Interested Bidders may obtain further information from Office of the Bids & Awards Committee(BAC), Municipal Compound, San Julian, Irosin, Sorsogon and inspect the Bidding Documents at the address given below from 8:00AM to 5:00PM.

5) A complete set of Bidding Documents may be acquired by interested Bidders on June

25–July 16, 2026 from the address given below Office of the Bids & Awards

Committee(BAC), Municipal Compound, San Julian, Irosin, Sorsogon upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued

by the GPPB, in the amount of Ten Thousand Pesos(P 10,000.00)

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

6) The Local Government Unit of Irosin will hold a Pre-Bid Conference on July 2, 2026,

9:00AM at the Dignitaries Room, Office of the Mayor, Municipal Compound, San Julian, Irosin, Sorsogon.

7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat (i) manual submission at the office address indicated below, (ii) online submission through the electronic bidding facility of the PhilGEPS as indicated below on or before LGU-Irosin BAC Facebook page. Late bids shall not be accepted.

8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.

9) Bid opening shall be on July 16, 2026, 900AM at Dignitaries Room, Office of the Mayor, Municipal Compound, San Julian, Irosin, Sorsogon and/or via LGU-Irosin BAC Facebook page. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

10) The Local Government Unit of Irosin reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 701 of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders.

11) Bidders are hereby notified that this procurement project is being undertaken as an Early Procurement Activity (EPA), in anticipation of the projected price escalation of items to be procured during the last quarter of the year, and the election period for the

2026 Barangay and Sangguniang Kabataan Elections. In accordance with prevailing procurement regulations, this bidding process shall be conducted “short of award.” The Procuring Entity shall not issue the Notice of Award (NOA), nor shall any contract b e perfected or executed, until November 6, 2026, or at the end of the election period of the 2026 Barangay and Sangguniang Kabataan Elections, whichever comes sooner. The period of bid validity and the security requirements shall remain compliant with the timelines specified in these Bidding Documents.
