Supply & Delivery of One(1) Unit Brand New Light Dump Truck for LGU-Irosin
- The Local Government Unit of Irosin, through the Unexpended Balance/Supplemental Fund(MDRRMO) intends to apply the sum of Two Million Pesos (P 2,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Supply & Delivery of One(1) Unit Brand New Dump Truck for LGU-Irosin, GOODS-07-2026. Bids received in excess of the ABC shall be automatically rejected at bid opening.

Brief Description: 1 unit brand new 4×2 light dumptruck(4.56CBM): engine output: minimum of 105 HP to 115HP/maximum net power capability of 80kW/maximum torque of at least 260Nm @ 2,000rpm/Euro IV compliant emission system
Transmission and drive: 4×2 rigid light duty chassis/manual synchromesh transmission with a minimum of 6 forward speeds and 1 reverse speed, equipped with a built-in transmission driven power take-off(PTO) system
Axle & load capacity: front axle minimum capacity 2.0 tons/ rear axle minimum capacity 3.5 tons/minimum total rated gross mass capability of 4800 kg
Service brake: dual-circuit pneumatic/air actuated drum braking system/parking brake: spring energy mechanical cut-off operating on rear wheels/auxiliary brake: pneumatically controlled engine exhaust brakes
Dump box dimensions: volumetric capacity of at least 4.50 cubic meters/internal cargo box dimensions of approximately 3800mm(L)x2,000mm(W)x600mm(H) with standard manufacturing variations
Fuel & auxiliaries: fuel tank capacity of at least 150 liters/constructed from corrosion-resistant aluminum material/dual heavy duty 24V electrical battery system configuration
System voltage: 24V(negative grounded)/Capacity rating: 100Ah to 135Ah/terminal type: standard SAE heavy-duty posts
Wheel type: stud piloted 6 hole steel disc/number of tires 6+1(spare tires)/tire type: size 7.00R16/track front 1605 mm/rear 1540mm
Warranty: 12 months/60,000km on engine,transmission and chassis/free labor for the first 3 preventive maintenance services/registration free 3 year LTO registration(government/red plate) and GSIS insurance

- The Local Government Unit of Irosin now invites bids for the supply and delivery of one(1) unit brand new light dump truck using theLowest Calculated Responsive Bid(LCRB). Delivery of the Goods is required is seven(7) calendar days after the issuance of Notice to Proceed(NTP). Bidders should have completed, at least five(5) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.
- Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009.
- Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.
- Interested Bidders may obtain further information from Office of the Bids & Awards Committee(BAC), Municipal Compound, San Julian, Irosin, Sorsogon and inspect the Bidding Documents at the address given below from 8:00AM to 5:00PM.
- A complete set of Bidding Documents may be acquired by interested Bidders on June 4-11, 2026 from Office of the Bids & Awards Committee(BAC), Municipal Compound, San Julian, Irosin, Sorsogon upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos(P5,000.00).
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
- The Local Government Unit of Irosin will not hold a Pre-Bid Conference.
- Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat (i) manual submission at the office address indicated below, (ii) online submission through the electronic bidding facility of the PhilGEPS as indicated below on or before June 15, 2026, 8:59AM. Late bids shall not be accepted.
- All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.
- Bid opening shall be on June 15, 2026, 9:00AM at Dignitaries Room, Office of the Mayor, Municipal Compound, San Julian, Irosin, Sorsogon and/or via LGU-Irosin BAC Facebook page. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.
- The Local Government Unit of Irosin reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70[1] of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders.
