RECONSTITUTING THE LOCAL POVERTY REDUCTION ACTION TEAM (LPRAT) OF THE MUNICIPALITY OF IROSIN, PROVINCE OF SORSOGON

WHEREAS, the Philippine Government is committed to pursue the Millennium Development Goal (MDG) of reducing poverty from 26.5% in 2009 to 16.6% by the end of 2016, attain the Philippine Development Plan’s goal of inclusive growth and poverty reduction, and promote good governance at the local level;

WHEREAS, pursuant thereto, the President issued Executive Order No. 43 dated May 31, 2011 mandating the Cabinet to organize into clusters that shall serves as the primary mechanism of the Executive Branch towards the realization of the Social Contract with the Filipino people, particularly along poverty reduction and anti- corruption platforms;

WHEREAS, by virtue of DBM-DILG-DSWD-NAPC Joint Memorandum Circular No. 04, Series of 2013, the Human Development and Poverty Reduction Cluster (HDPRC), through the Grassroots Budgeting Oversight Agencies, shall implement the Grassroots Participatory Budgeting Process (Grassroots Budgeting), formerly called Bottom-up Budgeting to ensure the inclusions of the funding requirements for the development needs as they are identified at the local level in budget proposals of participating agencies;

WHEREAS, the 1987 Constitution and the Local Government Code of 1991 mandate the effective and reasonable participation of all concerned sectors and stakeholders in all levels of social, political and economic decision-making to ensure the viability of local autonomy as an alternative strategy for sustainable development;

WHEREAS, the Municipal Mayor issued Executive Order No. 4, Series of 2012 dated March 21, 2012, creating the local Poverty Reduction Action Team (LPRAT) and Executive Order No. 1, Series of 2013 dated January 4, 2013, reconstituting the LPRAT;

WHEREAS, there is a need to reconstitute the LPRAT to ensure compliance to the provisions of DBM-DILG-DSWD-NAPC-JMC 04-2013 on the Enhance Grassroots Budgeting Process;

NOW, THEREFORE, I, ALFREDO J. CIELO, JR., Municipal Mayor of Irosin, Sorsogon by virtue of the powers vested in me by law, do hereby order  and direct the following:

SECTION 1: Composition: The Local Poverty Reduction Action Team shall be composed of the following:

SECTION 2.  Functions: The Local Poverty Reduction Action Team (LPRAT) shall be responsible of the following:

  1. Organized and facilitate the conduct of Poverty Reduction Action Planning workshops for the formulation of the Local Poverty Reduction Action Plan (LPRAP) and the identification of priority poverty reduction projects;
  2. Agree on the list of priority reduction projects for 2017 based on the LPRAP and submit it to the RPRAT;
  3. Conduct quarterly meeting to monitor the status of the approval and integration of the priority poverty reduction projects into the budgets of participating agencies and monitor the implementation and status of the projects;
  4. Ensure the compliance and submission of documentary administrative and technical requirements of the projects;
  5. Perform such functions as maybe delegated by law.

SECTION 3. Funding: To ensure the functionality of the team, a budget of not less than Fifty Thousand Pesos (Php 50,000.00) will be appropriated chargeable against any available local funds;

SECTION 4. Separability Clause: If any provisions of this order is declared invalid, the other provision not affected thereby shall remain valid.

SECTION 5. Effectivity: This order shall take effect immediately.
